How can we customize the Ordering process on sharetribe to be such a way that a buyer can demand a service without necessarily doing any online payment. What happens now is when a buyer Request for a service he is asked to do online payment immediately, we will like to eliminate that step.
Also is there a way to integrate payment through western union or moneygram?

From the Listings / Order types section in your Admin panel, you can edit details of your transaction flow to disable online payments.
Have you made that change yet? Does it work for you?

I already have implemented a similar kind of feature, where the buyer has the ability to send an offer/quotation, and the buyer pays only after the seller and buyer both agress on the same Quote, Also seller has ability to update shipping price based on the number of items
